Certified Manager of Quality / Organizational Excellence (CMQ/OE)
The broadest examination ASQ offers, and the one least served by tool-list study guides. It asks whether you can lead an organization, not whether you can name a technique.
The paper carries 180 questions in total: 165 that are scored and 15 unscored pretest items that do not count toward your result.
The Manager of Quality/Organizational Excellence Primer is published, in two volumes. Volume 1 works the CMQ/OE Body of Knowledge section by section. Volume 2 is practice and worked solutions.
What the CMQ/OE examination covers
The 2026 Body of Knowledge divides into 7 sections. The question count is what each section is worth on the paper, which is not the same as how long it takes to learn.
| Section | Topic | Questions |
|---|---|---|
| I | Leadership | 28 |
| II | Strategic Plan Development and Deployment | 23 |
| III | Management Elements and Methods | 26 |
| IV | Quality Management Tools | 31 |
| V | Customer-Focused Organizations | 22 |
| VI | Supply Chain Management | 19 |
| VII | Training and Development | 16 |
Section by section
I — Leadership
Leadership is examined as behavior under constraint, not as a list of styles. Expect scenarios where the technically correct decision and the organizationally survivable one differ, and where the right answer is the one that changes what somebody is accountable for on Monday morning.
II — Strategic Plan Development and Deployment
Strategy fails in deployment far more often than in formulation. The primer works catchball in both directions and gives the audit test: ask a supervisor two levels down what the top three objectives are. A shrug means the plan was published, not deployed.
III — Management Elements and Methods
Where local optimization quietly destroys system performance. A department hitting its cost-per-unit target while the plant misses delivery is behaving rationally against the measure it was given, and the primer treats that as a measurement design failure rather than a discipline problem.
IV — Quality Management Tools
The management and planning tools, sorted by the question each answers. An affinity diagram lets groupings emerge; a prioritization matrix ranks against weighted criteria. Choosing the wrong one produces a meeting that feels productive and decides nothing.
V — Customer-Focused Organizations
Satisfaction scores and retention frequently disagree, and the primer explains why: surveys reach people who respond, and departing customers usually do not. Segmentation and the Kano distinctions are taught as tools for reading that gap.
VI — Supply Chain Management
Supplier performance is not conformance alone. Delivery, responsiveness and total cost belong in the rating, weighted to what the relationship actually requires — and the primer builds a rating scheme rather than describing one.
VII — Training and Development
Training effectiveness is examined at the level of behavior change, not attendance. Counting completion certificates measures delivery; the primer works the evaluation levels and what evidence each one demands.
Practice questions
The CMQ/OE practice test is live as a full self-assessment covering all 82 requirements in the current Body of Knowledge, with a score for every requirement. The trivia rounds cover it too. Or work through the primer week by week in the free twelve-week self study, with a check after every reading.
